Residents will comment today on a proposal to ban drivers from giving money to panhandlers.
The Springfield City Council will hold a public hearing Monday night on a draft ordinance that would let police fine drivers, passengers in a vehicle and panhandlers up to $50 for transferring money or property while a car is on the road within city limits.
If approved by councilors, the ordinance would create a new violation in the Springfield city code: “Unlawful Transfer on Vehicular Portion of the Right of Way.”
