Residents testified about the plan to build an upscale housing and retail center.

The city’s Development Review Commission listened to hours of testimonies and presentations on a Portland-based developer’s plan to construct three buildings at the longtime home of Wizer’s Oswego Foods, located on the corner of A Avenue and First Street. Altogether, the buildings could have as many as 228 apartments and condos perched above 28,000 square feet of space for stores and restaurants at the street level.
