The tax break, which would apply to the first $10 million of private business income under certain circumstances, isn’t universally popular with lawmakers. Some Democrats have called it a “non-starter.”
But without it, Republicans say they’re unwilling to support Democratic plans to raise taxes, even if those increases are coupled with cuts to public employee pensions.
