The Oregon Public Utility Commission will fine phone companies up to $50,000 for poor connections in rural areas.

State regulators say they have received more than 1,600 complaints since June 2011 regarding poor call quality or missed connections.

When regulators began looking into the issue last year, they said the problem apparently stemmed from long-distance carriers routing calls to rural areas through the cheapest route available — sometimes choosing substandard networks.
