BP plans to restart its Cherry Point refinery by month’s end.

Its shutdown along with three in California has been blamed for the recent spike in gas prices on the West Coast.

Collectively, the four refineries are capable of turning as much as 723,000 barrels of crude oil a day into gas.

In Oregon, the average price for regular unleaded stood at $4.205 a gallon Wednesday, an 18-cent, or 4.6 percent, jump in the last week. By comparison, the national average is $3.73. That’s a 2-cent decline in the last week and an 18-cent drop in the last month.
