Although Portland draws major employers such as Nike and Intel, Salem attracts call centers, researchers found.

Moving a business to state government’s neighborhood has positives and negatives. Capital cities are known for having stable local economies, even though state budget cuts show they’re not immune to downturns. An abundance of workers with administrative skills can also be a plus.

“There have been clearly a number of back office, call center type of companies, that look to that demographic,” said Deane Foote, president of Foote Consulting Group LLC. He’s another site selector, whose firm is based in Arizona.

In the past dozen years, Salem has attracted a number of call centers. T-Mobile, Wells Fargo, and Garmin have picked Salem for customer service operations that each employ hundreds.
