Multi-unit buildings fared better in 2008 than single-family homes, but are down 51% in Oregon and 62% nationwide so far this year. Half of U.S. permits remain in the South, followed by the West, which lost 2% of starts to the Northeast between 2007 and 2008. The Midwest maintained 15% of starts.
