Only 50 people applied for permits after the requirement took effect on August 30.

Only 24 permits had been issued, according to Mike Liefeld, enforcement program manager for the Bureau of Development Services.

Airbnb estimates it has about 1,600 hosts in Portland, though several hundred are renting out apartments and condos, which remain illegal and ineligible for city permits. There also are some hosts operating via other services.

But the city won’t go after people who don’t apply, Liefeld says, unless neighbors file formal complaints. “We continue to be complaint-driven,” he explains.
