To avoid prison closures and cuts to childrens’ programs, Kitzhaber seeks $13 million from reserves.

Kitzhaber released details of his budget proposals this morning. He wants to spend the money from reserves to prevent closure of a Salem-area minimum security prison and other cuts to the corrections budget that would have put hundreds of inmates in temporary beds. The extra money also would avoid further cuts to a children’s mental health program, reductions in welfare payments and a cut to Early Head Start.

He also is proposing what he terms “strategic reductions” throughout state government to help balance a two-year $14.7 billion budget that covers state spending through June 2013. His plan would eliminate or hold vacant 157 positions in addition to 850 positions cut or left vacant under spending revisions recommended by the Legislature’s budget writers. o avoid prison closures and cuts to childrens’ programs.
