In step with a boom in private building, the county also saw dependency on public funding for projects drop.

“What you saw, particularly around the time of the economic stimulus package (in 2009), was that the public sector took up a larger share of the work, while there was a historical drop in private investment,” said Josh Lehner, a senior economist with the state Office of Economic Analysis. “Now private investment is coming back, while government activity not only has a smaller share than four years ago, it’s outright declining.”

On the housing front, the 230 permits issued for single-family houses in Eugene last year was the most since 2007, when 275 permits were issued.
