Voting on the $43.8 million tax proposal has been delayed until mid-January.

Nearly seven months after Mayor Charlie Hales, Novick and transportation officials stood on agrassy hillside at Southeast Portland’s Kenilworth City Park and outlined a proposal that would eventually charge most households nearly $140 fee per year, the politicians are once again back to the drawing board.

Half of the plan, Novick said, referring to an annual fee owed by businesses, appears to be less controversial. But how to collect money from residents remains a contentious and unresolved issue.
