The democratic lawmaker from Tualatin says the governor’s budget is risky and cuts school spending.

Devlin disagrees with Kitzhaber’s desire to spend virtually all the money the state projects to bring in from taxes and other sources for the next two years. The governor’s budget shows an “ending balance” or reserve of only about $100 million, or less than one percent of revenue.

That’s a slim margin for error. Devlin notes unexpected events that could consume that amount overnight. The first is the possibility of a “kicker” event, in which the state would by law return taxes to citizens if receipts exceed forecast by more than two percent. “That’s a major risk,” Devlin says.
