The 50-year-old civic center will be replaced with a smaller structure by mid-2016.

About 200 people attended the ceremony on a parking lot near East Eighth Avenue and Pearl Street. Most of the crowd were municipal employees and supporters of the city’s plan.

But about two dozen protesters expressed their displeasure, some carrying signs. Some signs said “Don’t Trash City Hall. Improve it. Don’t remove it. Save Taxpayer’s $$.”
