As the state considers suing Oracle over the Cover Oregon debacle, the situation calls into question how this ongoing relationship will play out on hundreds of other projects in dozens of other agencies and local governments.

The state has paid for computer programs such as human resources management system PeopleSoft, hardware such as the WebLogic server, updates to existing programs, maintenance of databases, and labor involved in maintaining those products and providing training in how to use them.
