Energy Department staffers agreed last week to transfer the project’s eligibility for a tax credit to Portland-based Cycle Power Partners. It was the latest in a string of efforts by agency staffers to extend a massive taxpayer subsidy to a solar project in the area, and by a series of would be solar developers to capture that incentive.
