The governor wants to change a law that sends excess tax revenue back to taxpayers.
Oregonians have long enjoyed a unique “kicker” law that sends higher-than-expected tax revenue back to taxpayers.
But following this week’s passing of the tax increase measures, Gov. Ted Kulongoski is calling for a reform to the law that will instead send the excess revenue into a state savings account.
“It’s time to say ‘enough’ to budgeting from crisis to crisis,” Kulongoski said Wednesday, a day after Oregon voters approved Measures 66 and 67, which increase taxes on higher-income earners and corporations.
Kulongoski, a Democrat, told The Oregonian he considers kicker reform his top priority for the monthlong legislative session that will start Monday. If lawmakers don’t do something about the kicker, Kulongoski suggested, he’d use his authority to order them back to Salem until they do.
