The governor’s “kicker” reform may go on the ballot, but legislators are doubtful.
An annual-sessions ballot measure that imposes time limits is likely to come out of the Legislature’s special session that starts this week.
But legislators are less confident about a measure for Gov. Kulongoski’s proposed reform of Oregon’s “kicker” law.
House Speaker Dave Hunt, D-Gladstone, said he has not seen a consensus on all the details of such a change to the law, which legislators passed in 1979 and voters locked into the Oregon Constitution 10 years ago. If collected taxes exceed projections by 2 percent or more, the entire excess is rebated.
“I think it’s too early to lay down any expectations that there will be a referral of ‘kicker’ reform,” he said.
