Labor union attempts to block downtown construction

Local 49 of the Service Employees International Union seeks to block construction of the Park Avenue West Tower for the second time.

The union has appealed the Portland Design Commission’s approval of the project, saying it lacks affordable housing and that developer TMT Development made procedural errors in its application.
