City council members opposed the Service Employees International Union Local 49’s appeal of a new design for the Park Avenue West Tower.

The union said the city should demand affordable housing in return for the accommodation.

“You’re kind of wearing two hats, as a regulator but also as a property owner,” said Hillsboro attorney David Noren, representing the SEIU. “As a property owner, we think you should be asking, as part of the consideration for the transfer, for some component of affordable housing.”
