At the same time, advocates for low-income and transit-dependent riders say Bethel’s comments are just the latest example of the transit agency suddenly – and subversively — trying to rewrite how single-fare tickets can be used.
Officially, TriMet works off what it simply calls a “time-based” transfer policy for a basic $2.50 adult fare. With a two-hour transfer window in place since 1982, the agency said the policy was designed to give riders enough time to get to a single destination.
