This is the second year taxpayers have given a financial assist to the shop, which aims to bring healthy food to low-income residents. And it may be the last, said Commissioner Nick Fish.
The store opened two years ago in New Columbia, an 82-acre public housing community tucked between North Lombard Street and North Columbia Boulevard. When Home Forward, formerly the Housing Authority of Portland, rebuilt New Columbia a decade ago, it created a small main street through the neighborhood. The agency hoped a mix of retail and community service organizations would rent out the strip.
