Cover Oregon, the state’s online health insurance marketplace, debuted with an unfinished website that doesn’t allow insurance agents and community organizations to begin enrolling people.

The technology to run the Web portal isn’t ready, local agents and community partners said they were told in a Web-based Cover Oregon training Monday afternoon. They said they were not told when they will be able to enroll people in health coverage through the Web portal.

On Monday, Cover Oregon spokeswoman Ariane Holm said, “We are not fully satisfied with one part of the online system: eligibility determination for tax credits and for Oregon Health Plan and Healthy Kids.
