Insurance agents have varied success when enrolling patients with the state’s health insurance exchange.

When Cover Oregon originally planned on a phased launch of the system, first only allowing agents and community navigators to access the online enrollment process, people like insurance agent Don Kowalski were going to be the public’s key to the complex world of health insurance — something many were expected to navigate for their first time.

But with the enrollment being more complex and difficult for consumers than predicted, even agents are getting discouraged and losing confidence in the system.
