Opponents who delayed the shipments are now setting their sights on stopping Imperial Oil's proposed 200 loads of parts to Canada.

The ConocoPhillips loads starting Tuesday from Lewiston, Idaho, serve as precedent, in some ways, for the more numerous shipments proposed by Imperial, an ExxonMobil subsidiary. State officials took months to approve ConocoPhillips' loads. They're still considering whether to permit passage of the modules owned by Imperial, whose initial 34 shipments are stuck meanwhile in Lewiston.

Each ConocoPhillips shipment is 226 feet long, bumper-to-bumper, and 29 feet wide. At almost 27 feet high, the megaloads are too tall to fit beneath overpasses.

Emmert has dispatched a crew of about 15 to move the ConocoPhillips gear, driving at night to minimize traffic disruption. Another 15 or 20 people, including police officers, flaggers and utility workers, will accompany the shipments, plus reporters and camera crews.
