The proposed consent order between Granite Construction of Watsonville, Calif., and the Environmental Protection Agency also requires the company to designate a water pollution control manager for future Oregon construction projects and to boost environmental training of employees.
Work on the mountainous 10-mile section of U.S. 20 near Toledo began in 2006. The troubles –landslides coupled with environmental problems – started soon afterward.
