Gov. John Kitzhaber has issued an executive order to reboot the state’s workforce system.

Kitzhaber’s reform centers on local workforce investment boards, which would pull together state and federal workforce funding. Currently, a “patchwork of programs” does the same thing.

Several programs offer help to the unemployed, but no central body ties those resources together and makes sure jobseekers are getting what they need, said Andrew McGough, executive director of Worksystems Inc. The nonprofit operates Portland-area WorkSource offices and supports the local workforce investment board.
