Plans to develop a Port of Portland marine terminal on West Hayden Island are moving closer, but still years away from actually happening.

The development plans rely on Portland annexing the island, now in unincorporated Multnomah County, and better transportation access. Annexation still may go forward, if only so the city can better control the island’s fate. But last month’s demise of the Columbia River Crossing — a plan to replace the Interstate Bridge at the island — threw better access for a loop.

The City Council, set to take up the issue in October, now must untangle a set of controversial plans in deciding what to do with one of the metro area’s last big natural spaces.
