The Oregon Legislature approved $5 million in lottery bonds to help develop the former Blue Heron mill site in Oregon City.

The bonds would help pay for hard costs, such as construction public improvements or site development but could not be used for soft costs, such as planning or consultants.

The state funding has strings attached.
