The Portland Planning and Sustainability Commission voted to endorse annexing west Hayden Island into Portland.

Annexation could lay the groundwork for the future development of three trade terminals on about 300 acres of Port of Portland property on the island, creating hundreds of family wage jobs while preserving some 500 acres of the port’s property as open space.

Tuesday’s series of votes sends one of the city’s thorniest jobs vs. the environment issues to the Portland City Council for final decisions.
