“Ticking down two-tenths of a percent for one month isn’t an indication (that a recovery is taking hold), but the general trend for the past couple of years has been down,” Rooney said.

One factor driving the decline is that the civilian labor force — a figure that includes the self-employed and farm workers — is declining because more people are retiring, he said. The civilian labor force had 173,141 people in April, down from 177,807 in April 2012.
