The Eugene Water & Electric Board is facing two proposed unions after nearly a century without.

Two groups are trying to organize the utility’s 300 unrepresented employees, and one of the groups has filed two unfair labor practice complaints against EWEB management.

The unionization drive comes after EWEB laid off 38 employees last year in order to trim costs in response to declining revenues — and it may cut a dozen more jobs this spring.
