The Oregon University System lacks financial tracking and reporting, a new audit shows.

Also, Oregon universities are relying on increased enrollment, especially from out-of-state students, to help balance their budgets, yet the universities do not know the full cost of increasing enrollment, including debt service and other costs, the audit found.

The audit found that the oft-said claim that universities had to raise tuition because the state reduced its funding for higher education is true — but tuition increases were so big that universities more than made up for the state reductions.
