For one year, the city’s development commission has had a $100,000 offer on the table to a business, condominium developer or apartment complex willing to build on the banks of the Umatilla River.
Among the city’s top priorities is increasing access to the river parkway, which city Councilor Chuck Wood says is the community’s greatest asset.
