In fact, only a handful of lawmakers knew a Nike deal was on the table, information they learned after signing non-disclosure agreements. But none of them — not even Kitzhaber — was told by Nike why the issue had to be resolved in December, just two months before the Legislature’s regular session.

The reason, records show, is that Nike was actively considering sites in Vancouver and Austin, Texas, for Project Impact. As the Legislature gathered to pass the Nike-vetted bill, the competition for Nike’s business hung in the balance.

The Legislature passed House Bill 4200 and Kitzhaber signed it. But beyond the $150 million investment and 500 jobs required by the law, lawmakers and the public still have no idea what Project Impact is or when and where it will be built.
