However, state government skeptics warn legalization would lead to costly legal battles and expensive new bureaucracies to regulate marijuana.
Measure 80 would allow the commercial cultivation of marijuana for sale to adults 21 and older and the personal growing of the plant for individual use, much the way beer can be brewed at home but not sold. It would prohibit restrictions on agricultural hemp. It would preserve the Oregon Medical Marijuana Program as a separate entity, but possibly allow for changes to the way it operates.
