Overall, 32 states have received waivers to the law in exchange for promises to focus on college and career readiness, aid for the neediest students, and support for effective teaching and leadership.
No Child Left Behind set increasingly tougher academic targets that eventually required all students to pass state math and reading tests by 2014. But some criticized the law for how it measured success and its approach to improvement.
