The Coffee Creek Correctional Facility is the site of multiple sex abuse claims since 2002.

[Sexual] encounters, illegal even if the inmate consents, have gone on for years at the women’s prison in Wilsonville. Abusive workers use their power over inmates. They take advantage of a thousand blind spots on prison grounds. They count on the inmates’ code against snitching. 

The illegal conduct traces to 2002 — about a year after the prison opened. Supervisors learned of the crimes by [prison landscape manager Paul W.] Golden and three others at Coffee Creek in 2008 — resulting in unprecedented state settlements with 17 victims. Yet reports of abuse continue. Two men were arrested this spring and a third is under suspicion for alleged incidents from 2010 through last July.
