Portland, along with seven other cities surveyed and the 20-city average, set a new low for the current downturn. Only three cities saw positive pricing news. Charlotte, N.C., was omitted from the month’s index because of a delay in its home-price data.
It’s a gloomy start to 2012 after a disappointing end to 2011. Home prices fell for the final four months of last year, a surprising show of weakness in a market that seemed to be gaining strength earlier.
