The Portland Water Bureau plans to switch to billing monthly for water and sewer, instead of every quarter.

 

“If every three months you get a bill for $250, it throws your world off,” says City Commissioner Randy Leonard, who oversees the water bureau and is pushing hardest for monthly billing. “People budget, rightly or wrongly, monthly, especially working people.”

But there’s a catch.

To cover the extra costs of monthly billing, the city expects to levy a 2 percent increase in water rates. That’s on top of other increases that are expected to total 11 percent for the coming year.
