The South Waterfront District is among the areas Metro recommends for future housing.
With a million more Portland residents expected to be added over the next 20 years, Metro is recommending areas for housing development without expanding the urban growth boundary. Among them: the South Waterfront District.
The skyscraper district south of downtown got a quick start before slowing in the face of decreasing demand for high-end condominiums. But Metro has looked farther ahead, said Ethan Seltzer, director of Portland State University’s School of Urban Studies and Planning, beyond the current recession.
“This is not about the market next week,” Seltzer said. “I think we tend to see things not going so well right now and think they never will be.
