Labor deals materialize slowly


Months after the presidential order, project labor agreements in Oregon have yet to surface.

Project labor agreements, which were signed into order by President Obama seven months ago, have yet to be instated in Oregon. But the launch of federal stimulus projects could put the agreements into motion.

Project labor agreements, or PLAs, set bargaining terms with labor organizations in advance. The executive order, signed Feb. 6, promotes the agreements on projects receiving $25 million or more in federal money…

In Oregon, the $133 million remodel of the Edith Green-Wendell Wyatt Federal Building in Portland could be the first to use a PLA since Obama’s order. Tony Costa, the acting commissioner of the General Service Administration’s Public Buildings Service mentioned the project in congressional testimony on July 31. Costa referred to 10 big projects in seven states where the agreements may be used.
