Oregon’s Legislature sought to solve problems incurred by inadequate water planning and control. It’s a debate with many facets.

The state’s economy and welfare “have been seriously impaired and are in danger of further impairment” because of inadequate water planning and control, the bill says. The legislation concluded improving supplies and forecasts is “a matter of greatest concern and highest priority.”

The legislation “indicates that Oregon means business when it comes to water,” said Todd Jarvis, an Oregon State University professor and water expert.
