FBI and Internal Revenue Service agents raided Portland parking manager Ellis K. McCoy’s office and apartment after years of allegations and complaints.

Years of allegations and complaints from city staff and competing contractors that Portland’s parking manager was accepting bribes while steering multimillion-dollar city contracts to a Florida parking meter supplier culminated Wednesday in a federal raid on the manager’s Portland office and home. 

The joint investigation by the two federal agencies appears to be focused on McCoy’s relationship with Tampa businessman George Levey, now president and chief executive officer of Cale Parking Systems USA Inc., the contractor supplying Portland’s multi-space parking meters called SmartMeters.
