Thousands of documents regarding a state energy contract that went to Gov. Kitzhaber’s companion Cylvia Hayes were released this week.

The Justice Department concluded that nobody should be prosecuted. Although her relationship with Kitzhaber and her role in the contract were at the center of the story, Hayes said she had been told she wasn’t a target. Documents Tuesday buttressed that statement.

“Ms. Hayes was simply pursuing ARRA stimulus dollars as a means of not only earning her livelihood but also as a means of pursuing her passion — making Oregon green,” said retired Judge Frank Yraguen of Vale. He said nothing in the investigation impugned her integrity or credibility.
