Time is running out for a decision on many bills, with the 2011 session heading into its final six weeks.
Part of the problem is the wide ideological gap. Republican legislators want to boost farm jobs by diverting more water from the Columbia River, for example. Some Democrats view that as salmon-killing environmental heresy.
Another problem boils down to simple economics. Unlike the federal government, Oregon can’t run a deficit and spend the money putting people to work, explains University of Oregon economist Tim Duy. “In the short run, it is difficult for the governor or Legislature to have any meaningful impact on the job picture.”
