State film and television incentives have drawn shows such as “Paranoid Park” and “Leverage,” but critics claim they are a poor way to allocate state money.

They also say the incentives unfairly benefit the rich, and are unproven to cause economic development.

“As far as subsidies go, it’s one of the most ridiculous ones any state would have,” said Jody Wiser, founder of the activist group Tax Fairness Oregon.

“I’m not saying the subsidy hasn’t helped produce films,” [Chuck Sheketoff, executive director of the Oregon Center for Public Policy, a tax-and-budget watchdog nonprofit] said. “I’m saying it’s not a good investment. It hasn’t built any economic infrastructure; at least I don’t see any proof of it.”
