The transportation service has been operating illegally since July.

Salem’s City Council may consider modifying licensing rules in the coming weeks to allow Uber, a massive transportation service valued at nearly $18.5 billion, to operate legally in the city alongside taxi companies.

Uber representatives have negotiated with Salem officials about the city’s requirements — for example, mandatory 24-hour service and marked cars — for the past two months. On Monday, urban planning administrator Glen Gross said the decision will be up to city council.
