Measure 86, also known as the Oregon Opportunity Initiative, would require the Legislature to create a fund dedicated to providing financial aid to Oregon students who are attending college or enrolling in technical training programs.

The fund would be invested, and the earnings would be used to provide the financial aid. The measure also would allow the Legislature to issue bonds to create the fund. It may also use general fund dollars, and it allows private donors to contribute to the fund as well.

However, critics say the plan could leave taxpayers with a large bill and it does not address the underlying problem of college affordability.
