Kitzhaber announced an “extraordinary” – and extraordinarily speedy — special session in late 2012 after Nike officials approached him asking for greater tax certainty before proceeding with a major expansion.
The governor was criticized for what some called a sweetheart deal that gave Nike much of what it wanted despite legislators’ complaints that they were given unconfirmed job and wage numbers by Nike and Kitzhaber.
