The ruling requires wine retailers to apply for status as wine bottling houses to fill growlers.

Oregon’s federal lawmakers say that would push many of these retail outlets out of the wine growler business.

Jim Bernau, who owns Willamette Valley Vineyards, called the ruling “unreasonable.”

“The way to solve this problem is to make sure the producer (winery) is paying the tax properly in the container size that they are providing to the owner or to that retail outlet,” Bernau said.
